POLICY: 

The Council Bluffs Public Library offers a full range of services and materials to provide our community access. Fines and fees may be imposed for non-resident accounts, various services, or for lost, damaged and long overdue materials.

PROCEDURES:

  • The library does not charge late fees for items. Replacement charges are added to an account for items not returned and to recover the cost of processing.
    • Exceptions can be made in regards to certain patron account types.
  • Patrons will be mailed a final notice for the replacement cost of items 2 months overdue in accordance with Iowa Code Section 714.5 and the City of Council Bluffs Municipal Code 8.21.045. An additional $5.00 processing fee will be added per item, which is nonrefundable 6 months past the due date of the materials.
  • Borrowing privileges are suspended when library fines or other charges on an account reach $25.00.
  • To ensure condition and accuracy of the replacement of materials, the library will not accept patron-supplied replacement copies in lieu of payment.
  • Should the library user locate an item after replacement costs have been paid, the library may reimburse the individual within 6 months of payment for the cost of the item only. Processing fees are not included in the reimbursement.
  • The library may offer alternative payment plans or programs for fines and fees payment with the right to limit or suspend participation of an individual or group at any time without notice. Reasonable accommodation will be made to reinstate library account privileges.
  • Library staff may assess a fee for damage to a library material to a library user’s account that has been deemed responsible for the damage. A schedule of damage charges is developed and maintained by library staff.
  • The library may charge for various targeted or specialized services which are outlined in the schedule of fees below.
  • In accordance with the Library Accounts policy, fee based accounts may be purchased by non-residents.
  • Fees may be assessed for Interlibrary loan items that are considered lost, damaged, unclaimed, or returned missing corresponding paperwork.
